Overview

QiEOS is the governing doctrine for the Qi system.

Core rules:

• Flat over nested when a simpler structure answers the question.
• Linked over duplicated.
• Documented over remembered.
• Modular over massive.
• Runtime facts beat assumptions.
• Derived layers do not become truth by themselves.

Responsibilities

• Hold doctrine, philosophy, decisions, and system reasoning.
• Keep system layer names fixed.
• Explain why the mirror structure exists.
• Resolve conflicts by aligning old material to the active system model.
