## Decision

`_QiOS_DNA` is the portable master doctrine repository for the QiOS ecosystem.

It mirrors the locked QiLabs root logic:

## Consequences

- System-wide doctrine belongs here.

- Generated exports live under `00_QiEOS/exports/`.
